About the Role

Orbis Finance Shared Service Head of Finance (Economy, Environment, Culture and Governance) Joint Post (Brighton & Hove City Council and East Sussex County Council) Work Locations: Bartholomew House, Brighton and County Hall, Lewes This is a key Service Finance role supporting a diverse, dynamic and high profile group of services for Brighton & Hove City Council (BHCC) and East Sussex County Council (ESCC) as part of the Orbis shared service collaboration between the two councils and Surrey County Council. The role will be employed and hosted by Brighton & Hove and will report on a day-to-day basis to the Deputy Chief Finance Officer (BHCC) but will work closely with the counterpart Finance lead in ESCC and will be a member of the extended Orbis Finance management community providing a trusted finance service to the following service directorates: In BHCC - Economy, Environment & Culture - Neighbourhoods, Communities & Housing - Strategy, Governance & Law In ESCC - Communities, Economy and Transport - Governance Services The post-holder will be responsible for a team of accountants and finance officers in each council. Orbis works on a presumption of integration and over time the post-holder will be expected to look at integration opportunities along with the respective Head of Finance in Surrey and other Orbis Finance teams to provide greater career development opportunities, resilience and efficiencies. The role will provide support, advice and challenge on a wide range of strategic and complex areas such as budget strategy and development, both annual and medium term, complex capital schemes, transformation and savings programmes. The range of services supported is diverse, including: - Innovative housing delivery, including a long-term HRA business plan and Housing Joint Venture; - Significant highways budgets, including a major long-term capital programme in ESCC; - A joint waste PFI between the two councils and Veolia, currently working with DEFRA and Local Partnerships to review the contract and ensure its continued value for money; - Opportunities to generate additional income and consider commercial activities and/or alternative service delivery models. The role will engage extensively with senior managers, elected members, external partners, and functional heads in HR, Finance and Procurement, involving significant influencing and negotiation.
